MCSL Team Reps Meeting Minutes

1. Call to Order: Meeting was called to order by President Sally MacKenzie at 8:05 at the Executive Office Building Cafeteria in Rockville. The following teams were NOT signed in: C, IF, JC, K, KFM, LF, LB, MW, MM, MB, MO, NCC, O, OM, P, PL, PW, SO, TN, TB, WCF.

2. Vendor Presentations: Lionel introduced Vikasa and Aardvark, MCSL advertisers for 2009. Aardvark suggests early ordering of suits and caps, as manufacturers are cutting back production. Open House will be held Sunday, March 12, 10am-12, when everything in the store will be 40% off and deals will be available for early team commitments.

3. Board introductions: MCSL board members introduced themselves and described their various roles served to the League.

4. Around the Table

Handbook – Mike Lincoln

• To ensure that 2009 MCSL Handbook includes the correct information for your team, please be sure to update all Team Data information by April 15.
• League will use the same versions of Team Manager (version 4.0) and Meet Manager (version 2.0) because newer versions do not offer any features needed in summer league swimming. Please verify that your team still has its software in working order and contact Mike Lincoln or Linda Raab if not.

Website - Bob Hincke (Web@MCSL.org)

• Handles website & posting of meet results.
• Requests that each team review its Team Data listed on the website and send any updated information (what should be added as well as what should be removed) as soon as possible to him at web@mcsl.org . Please note that if “BAD” appears in front of email column, the email address listed is not valid and must be updated. Updates to all Team Data should be sent no later than April 1 to be included in the printed 2009 League Handbook.

Awards -- Debi Mengering (Awards@MCSL.org)

• Debi will have form for B Meet ribbon orders available at next meeting and will post on website. A meet ribbons are ordered automatically for each team
• A & B Meet Ribbons will be available for pick up at a future rep meeting.
• Somerset, Wildwood & New Mark Commons team reps should see Debi to pick up ribbons from last year.

Officials Certifications (Peg Hincke)

• Please note the following about certifications:

- Before beginning referee certification process, you must be a certified S&T

- All USS/PVS officials certifications transfer to MCSL except referee

- Anyone currently USS/PVS certified should send current certification info to web@mcsl.org so that information can be listed on MCSL officials list

- All officials must re-certify every 2 years

- Website to be updated with officials by division within this week. Please be sure to review it to make sure your team’s information is correct.

• Look for information on Officials Clinics Schedule to be posted on MCSL website in coming weeks.

Rules -- Dave Mengering (Rules@MCSL.org)

• Dave presented rule clarifications and rule changes to the membership. Written drafts of this information will be distributed via email to reps. Formal votes will be taken at next month’s meeting, so please review the information with your coaches and parents and be prepared to cast your vote at March meeting.

1. All-Star Meet entries – propose reducing number of maximum individual entries from 3 to 2. Proposal has no impact on meet timeline or management, but increases number of swimmers who can participate in the meet.

2. Freestyle Heats – propose addition of a second heat into all 13-14 and 15-18 freestyle events, to be consistent with younger age groups. Would increase time of meet by about 3-4 minutes and give more swimmers the opportunity to swim.

3. Rule Clarification – When there is a tie for first at the divisional relay carnival in any event other than the open medley or graduated free relays (those four events are swum in dual meets and thus can be subject to a tiebreaker), both first place teams will be invited to Relay All Stars and an extra heat added, if necessary, to accommodate the extra team.

4. Swimsuits – propose adopting new USA Swimming rule for 12 & under swimmers and applying it to include all age groups. Rule would apply to all MCSL-sponsored meets.

5. Transfer Rule – no longer requiring swimmers to submit a request to transfer. Pool membership rules still apply. Rule will include wording to prohibit recruiting.

Treasurer -- Jim Gardner (Treasurer@MCSL.org)

• Will be conducting an anonymous coaching salary survey.
• Divisions N & O should stay after meeting to discuss proposal that gives teams an opportunity to swim a meet each weekend.
• Colorado starting systems – any team in need of new starting system equipment, including the starter unit, tripod, charger, extra speaker, etc. should send their request to Jim. Prices are undetermined at this point, but last year’s were about $200 off list price for entire starting system.
• SSL Hours – League is pre-approved for SSL hours. If your team wants to do this, first send a note to Jim stating what the volunteers will be doing and provide proof of liability. All teams must re-submit their information for this year. Information on this is posted on the MCSL website.

• Budget – Last year’s budget netted about $4,000. A proposed budget for this year will be distributed at next month’s meeting for vote. Will be similar to last year’s.
• Team Bills will be distributed at next month’s meeting, which will include Team Dues, Web ads, and entry fees for All-Star Meets.

Automation -- Linda Raab ( Automation@MCSL.org )

• Two automation clinics have been scheduled and posted on website.

- June 2, 7-9pm at Germantown pool and June 9, 7-9pm at MLK pool.

• Linda also handles records, which includes distributing certificate and patches.

Advertising -- Brian Crilly & Lionel Bejean (Ads@MCSL.org)

• All teams and businesses are welcome to become 2009 advertisers. Letter with advertising information will be posted on website in coming week.
• Ads will be solicited over next 2 months. Any support from reps is appreciated.

Secretary – Robbye Fox (Secretary@MCSL.org)

• To ensure that email notices from me do not go into your spam file, please add my personal email address to your address book.
• If corrections need to be made to your contact emails, send an email to web@mcsl.org , and be sure to include your Team Name and Division. DO NOT send your corrections to me.
• A Yahoo group for team reps is available. If you would like to join, you may do so by sending an email to MCLTeamRepsInfoEX-subscribe@yahoogroups.com .
• Please be sure to sign the Team Rep sign-up list that circulates at each meeting.

• Welcomed new and experienced reps.
• Asking that teams sit by division at all meetings through May. Let us know if a team from your division is not attending the meetings.
• Last year’s handbook and rule books are posted on the web.
• Conflict of July 4 meet was discussed, and how it impacts other community events. Teams have the option of agreeing to swim the meet on Friday or Sunday morning. Late submission of times on Sunday will impact seeding and scratches for Coaches Long Course.

Team mentoring, MCRD liaison & Hall of Fame -- Pam Ambrose (Pam.Ambrose@montgomerycountymd.gov)

• Information on nominating 2009 honorees into the MCSL Hall of Fame will be distributed at an upcoming meeting and posted on the website.
• If you know of a team that would like to join the league, contact Pam.
